Immutable solution version

GroupBasedLicensingException" count violation failed

Version 1

Complete solution

Fixes Entra GroupBasedLicensingException count violations by comparing group membership to available seats, then freeing licenses or scoping the group down. Use when a licensed group reports count violations. Not for per-user plan conflicts.

TL;DR

The licensed group has more members than available seats. Free up licenses by removing inactive members, buy more seats, or scope the group down, then let license reconciliation run.

"GroupBasedLicensingException" count violation failed

Use this when

  • Entra reports a GroupBasedLicensingException with a count violation.
  • A licensed group suddenly errors after growing.
  • Many users in one group fail licensing at once.

Not for this skill when

  • A single user fails with a plan conflict. That is MutuallyExclusive.
  • The group has seats but assignment still fails. Check prerequisites.
  • The error is transient and clears on the next cycle.

Steps

  1. Open Entra, then Licenses, and find the failing group. Verify: you see the member count versus available licenses.
  2. Identify who can leave: inactive users, service accounts, duplicates. Verify: each removal is safe.
  3. Remove them from the group, or purchase additional seats if the membership is legitimate. Verify: members no longer exceed seats.
  4. Trigger license reconciliation or wait for the cycle. Verify: the cycle runs.
  5. Confirm the error count drops to zero. Verify: the group shows healthy.

Variant phrasings

group licensing count violation

The cause-first phrasing.

not enough licenses for group

The plain-English search.

Entra license error group

The generic phrasing.

Compatibility: Microsoft Entra ID group-based licensing.

Why it happens

Group-based licensing assigns the license to every member declaratively. When headcount outgrows seats, the whole group errors at once instead of failing one user at a time.

Edge cases / pitfalls

  • Nested groups inflating the member count beyond what the admin sees at the top level.
  • Disabled users still counted until removed from the group.
  • Dynamic group rules pulling in users the admin did not expect.
  • Purchasing seats but assigning them to the wrong SKU.
