Immutable solution version
twilio error 21610 message to unsubscribed recipient
Complete solution
Handle Twilio 21610: the recipient opted out and Twilio blocks the message by law, so no retry logic will ever deliver it. Use when Twilio returns error 21610, when SMS delivery stops for specific numbers, or when a campaign's send rate collapses. Not for 21614 invalid numbers, undelivered carrier errors, or webhook failures.
TL;DR
Error 21610 means the phone number opted out of messages from your Twilio number, and Twilio refuses to send. This is a compliance block, not a bug: do not retry, do not switch numbers to dodge it, do not queue it for later. Remove the number from the send list, log the opt-out, and make sure your flow honors STOP and START keywords.
The query
twilio error 21610 message to unsubscribed recipientUse this when
- Twilio returns error 21610 on message sends
- SMS delivery stops for specific phone numbers
- A campaign's successful send rate suddenly collapses
Not for
- 21614 invalid or unreachable numbers (different error)
- Undelivered errors from carriers
- Twilio webhook delivery failures
Steps
1. Confirm it is 21610, not a carrier failure
Read the error code on the failed message resource. 21610 is Twilio's opt-out block; carrier undelivered codes look similar but mean something else. Only 21610 triggers the compliance path below.
Expected output: the message resource showing error code 21610.
2. Stop retrying that number immediately
A 21610 will never succeed on retry, and repeated attempts look like harassment. Mark the number as opted out in your own database so no future campaign touches it. Twilio also maintains its own opt-out list per number.
Expected output: the number flagged opted-out in your system; zero further attempts.
3. Audit how the opt-out got missed
Someone replied STOP, or unsubscribed through your UI, and your list didn't update. Check the opt-out webhook handling and the sync between Twilio's list and yours. The gap is where this came from.
Expected output: the missed opt-out source identified: webhook, UI, or sync job.
4. Support re-opt-in the legal way
If the user wants messages again, they must text START or re-subscribe through your UI. You cannot re-enable them from your side. Document this in your support macros so agents don't promise what the API can't do.
Expected output: a documented re-opt-in flow your support team can quote.

Step 4 gives the support-team wording for 'we can't turn this back on for you, but here's how you can'.
Why it happens
Carriers and regulators require that STOP means stop, and Twilio enforces it at the API level so senders can't accidentally (or deliberately) violate it. Most 21610s come from stale lists, not malice: the opt-out happened in one system and the send list lives in another that never heard about it.
Edge cases
- Alphanumeric sender IDs have their own opt-out semantics per country. Check local rules.
- Test numbers in dev: keep a permanent opt-out fixture so tests never depend on a live number.
- MMS to opted-out numbers fails the same way. The block is per number pair, not per message type.
